BAM Marks Major Milestone in Cork Docklands Regeneration with Topping Out at Horgan’s Quay
BAM celebrated a key milestone in the transformation of Cork’s Docklands with the topping out of a landmark residential development at Horgan’s Quay, Cork, Ireland. The event was attended by Minister for Housing, Local Government and Heritage, James Browne TD, alongside representatives from the Land Development Agency (LDA), HQ Developments Residential Company Ltd, CIÉ, and Cork City Council.
BAM celebrated a key milestone in the transformation of Cork’s Docklands with the topping out of a landmark residential development at Horgan’s Quay, Cork, Ireland. The event was attended by Minister for Housing, Local Government and Heritage, James Browne TD, alongside representatives from the Land Development Agency (LDA), HQ Developments Residential Company Ltd, CIÉ, and Cork City Council.
As the main contractor, BAM is delivering over 300 high-quality, sustainable homes at the riverside site, including 194 two-bedroom and 108 one-bedroom apartments. The development also features commercial units, a crèche, and the restoration of the historic Station Master’s Building, blending heritage with modern living.
Located adjacent to Kent Station and within walking distance of Cork’s vibrant city centre, Horgan’s Quay is a cornerstone of the wider Docklands regeneration project, which will ultimately provide homes for over 22,000 people. The project exemplifies BAM’s commitment to building communities, not just structures.

The topping out ceremony marks significant progress in the delivery of affordable housing under the Government’s Housing for All strategy. The homes are being delivered in partnership with the LDA, HQ Developments (a joint venture between Clarendon Properties and BAM), and CIÉ.
Minister Browne praised the pace and scale of delivery, stating:
“I am determined to unlock the delivery of homes like these at pace and at scale across the country. I am thrilled to be here in Cork to mark the significant progress made by the Land Development Agency in Cork City at Horgan’s Quay. We are in a housing crisis, and I am pulling every lever available and cutting through unnecessary red tape to get things moving far faster - so that we can deliver homes for people and their families to grow up and grow old in.”
John Coleman, CEO of the LDA, added:
“We are delighted to be working with HQ Developments and CIÉ to deliver these much-needed homes, in the heart of Cork city. This is an exciting development for the LDA, and it is wonderful to see such great progress being made to deliver these high quality, ‘A-rated’ apartments. This is an important milestone for the LDA’s targeted delivery in Cork city, which also includes Marina Depot, St. Kevin’s in Shanakiel, and Anglesea Terrace.”
The development is on track for completion in the second half of 2026.
